    Land Pooling Policy in Delhi and Its impact on Gurgaon & Noida Real Estate Markets

    The urban development ministry notified operational guidelines for implementing the land pooling policy in Delhi. The policy will make it possible to construct around 25 lakh housing units in the next six to eight years. The ministry of Urban Development seeks to unlock around 20000 hectares of land through 89 villages, most of which are in west, southwest and north Delhi. Although DDA hopes to implement the policy in the next two months, it will have to wait for Delhi Government to notify 89 villages as development areas. Before that, the Government has to declare these villages as urbanized. This has to be done by the Land and Building Department of Delhi Government. But considering the bitter relationship between the centre and Delhi Government, this can be a challenging task and may not be accomplished within a month. Once these two task/notifications are in place, DDA will invite applications from Developers to deposit their land. DDA will also have to divide land pooling zones into sectors. According to Mr. Rajesh K. Gouri, VP Sales and Marketing, Homestead Infrastructure Development Pvt. Ltd, “The land pooling policy will prove to be positive for the National Capital Region (NCR) in the long-term, since land prices in the suburban markets of Gurgaon and Noida would eventually rationalize with fresh supply coming into the Delhi market. In my views, Markets like Bhiwadi, Greater Noida, Kundli, Bahadurgarh, Daruhera will suffer most whereas Gurgaon and Noida probably will be least impacted, While Delhi’s new areas will give Gurgaon and Noida a serious run for their money, it won’t take the steam out of them completely, as most of the corporates are located in Gurgaon and Noida area and this group of skilled workers like to live closer to their offices. So although they will buy these DDA properties, my view is that Gurgaon and Noida will still be there preferred residential location. In all it will be a great move for the development of the National Capital Region. Land acquisition is a contentious subject in India, and land pooling schemes will help solve issues related to the availability of land for necessary real estate development and infrastructure formation for the country’s ever-increasing urban population”.
